How a UK housing technology company gave frontline teams a platform to match vulnerable tenants in seconds

Bridge Housing Solutions needed a purpose-built platform to coordinate reciprocal housing exchanges across housing associations and local authorities. There was no shared system, no matching algorithm, and no audit trail. Offshorly built one from scratch, launched it, and has been refining it based on live user feedback ever since.

Bridge Housing Solutions is a UK housing technology company building tools to improve how housing associations and local authorities manage tenant placements. BridgeConnect is their flagship product: a reciprocal exchange platform designed to match tenants across organisations in a coordinated, auditable, and legally compliant way.

The situation

No digital infrastructure for a complex, multi-party process

Reciprocal housing exchange, where tenants swap properties across different organisations, had no dedicated digital infrastructure. Coordination between Housing Associations and Local Authorities was manual, slow, and difficult to track. The client needed a platform that could automate matching, manage transfers, enforce compliance requirements including GDPR and domestic violence safeguarding, and balance usage fairly across participating organisations.

The technical challenge was significant. The platform had to serve multiple user types with different permissions and workflows, run a matching algorithm that prioritised urgent cases, integrate with a connected housing referral system, and handle regulated data with full audit trails. Building it required a team that could manage the full delivery lifecycle, from architecture decisions, phased development, QA, UAT, to a production launch, without the client needing to hire and manage each function separately.

Offshorly designed and built a purpose-built case management platform from the ground up, replacing the client’s existing CRM with a system built specifically for the way their operation works. Offshorly provided a managed development team covering a lead developer, a supporting developer, a QA engineer, and a project manager, delivering the platform through to production launch.

The core of the platform is a matching algorithm that identifies suitable tenant-property pairs in seconds, with priority logic that surfaces tenants fleeing domestic abuse or gang violence ahead of the queue. Alongside the algorithm, the team built a GDPR-compliant consent workflow, a fair usage economy that balances credits and obligations across all participating organisations, multi-organisation access with four account permission levels, and a full transfer management system covering incoming, outgoing, and potential exchanges.

Processes tenant needs, location preferences, property requirements, and urgency level to identify suitable matches automatically. Priority is given to tenants in immediate safety risk, with first-uploaded priority applied when needs are equal.

Fair usage system

Fair usage system

Tracks credits and obligations across all participating housing associations and local authorities. Uploading a property earns credits; nominating a tenant for matching draws them down. No single organisation owes another a move — the balance is held across the whole network.

GDPR-compliant consent workflows

GDPR-compliant consent workflows

Automated consent forms sent to tenants on upload, nomination gated until consent is confirmed, and all consent activity logged with timestamps. DV cases handled under a GDPR exception with specific contact requirement logic.

Transfer management system

Transfer management system

Covers the full lifecycle: seeking match, pending approval, partner approval, and transfer completion. Dashboard action points surface urgent items by expiry date, with urgency flags for items expiring within 48 hours and automated weekly email reminders for pending exchanges.

The OUTCOME

Live, in use, and already growing

BridgeConnect launched on schedule and is currently live for internal testing and stakeholder demos, with external launch targeted for June 2026.

Post-launch, the team moved directly into structured refinement, running sprint-based delivery against real user feedback. V2 scoping is already underway, reflecting a client building for growth, not winding down.

The Signal

Bridge Housing Solutions came to Offshorly with an existing operation and no platform built for it. They now have a purpose-built system replacing their previous CRM and handling real housing cases. A post-launch team is still improving it, with a V2 roadmap already in motion.
